This paper is divided into two sections. The first section discusses current research findings concerning the regional economic impacts from large, concentrated animal feeding operations (CAFOs). The second discusses the factors inherent in these operations that create the impacts discussed in Section 1.


EPA manages a number of web sites that post information related to the CAFO regulations that were proposed by EPA on January 12, 2001. At these web sites, a number of support documents for the rule are available, including the Technical Development Document, Economic Analysis, Environmental Assessment, Environmental and Economic Benefit Analysis, cost methodology reports, and also guidance related to Permit Nutrient Plans. These documents are located at http://www.epa.gov/ost/guide/cafo/. Other information is available at http://www.epa.gov/npdes/afo/ and include a compendium of AFO-related State program information.


Researchers at the Food and Agricultural Policy Research Institute (FAPRI) at University of Missouri have conducted a review of EPA's economic analysis.
